China International Association for the Promotion of Science and Technology Conducts Comprehensive Performance Self-Assessment Meeting for Group Standards Organization
On December 23, 2024, the Standards Committee of the China International Association for the Promotion of Science and Technology (CIAPST Standards Committee) convened a meeting at the China International Science and Technology Exhibition Center to conduct a self-assessment of the comprehensive performance of the group standards organization.
The meeting was chaired by Zheng Hualin, Deputy Secretary-General and Director of the Standards Committee. Participants included Deputy Secretaries-General Zhang Yongsheng and Zhang Shijin, Office Director Xu Xin, and Deputy Directors of the Standards Committee Wang Wenxiu, Hao Yuhua, Yu Yue, Sun Yusheng, and He Shuwei, among others.
Background and Evaluation Framework
On August 14, 2024, the National Standardization Administration issued the “Comprehensive Performance Evaluation Index System for Group Standards Organizations” (referred to as the "Index System"). The CIAPST Standards Committee held several in-depth sessions to interpret the framework.
The "Index System" comprises:
- 4 primary indicators,
- 21 secondary indicators,
- 59 tertiary indicators,
covering critical areas such as fee management and intellectual property management. These indicators formed the basis for the performance evaluation of group standards organizations.
Actions and Outcomes
The CIAPST Standards Committee implemented several measures to align with the "Index System":
- Publication of Standards: All standards meeting the requirements were published and printed.
- Standard Adjustments: Standards failing to meet the criteria were revised or discontinued.
- Intellectual Property Checks: Standards involving intellectual property underwent thorough disclosure reviews.
- Historical Standards Review: Comprehensive analysis was conducted on group standards developed over the past three years, particularly those derived from major national scientific projects and the transformation of new products and technologies.
- Institutional Reforms: Institutional policies were revised and optimized.
- Platform Development: A standards business management platform was developed and successfully launched.
These efforts resulted in significant achievements, showcasing the committee’s professionalism and efficiency in standardization management, while laying a solid foundation for the further advancement of standardization efforts.
Next Steps
The performance evaluation process revealed certain gaps and areas for improvement. In response, the CIAPST Standards Committee will:
- Revise and enhance existing standards and frameworks to improve their normativity, innovativeness, and practicality.
- Establish mechanisms to promote and implement standards through broader application and awareness initiatives.
- Develop an effective feedback system to collect and address issues encountered during standard implementation, facilitating continuous improvement.
- Actively engage in international standardization activities, strengthening collaboration with foreign standardization organizations to draw on advanced international experiences and technological outcomes.
- Promote the global outreach of Chinese standards, enhancing their influence and voice in the international market.
